ICLEI provides tailored reporting tools that help local councils complete the greenhouse inventory, set targets and monitor activity.
While councils can develop their own spreadsheets and provide information through the reporting registry this will need to be provided in a way that matches the requirements under the Global Covenant of Mayors and using GPC protocols. Two useful tools are ClearPath and CIRIS which have been designed to “integrate” directly with the reporting requirements.
ClearPath Global is a no-cost, online GHG inventory tool for local governments worldwide, made available to support the Global Covenant of Mayors. Developed by ICLEI, this tool is useful for long-term recording and analysis of local emissions for both corporate and community outcomes.
City Inventory Reporting and Information System (CIRIS)
The City Inventory Reporting and Information System (CIRIS) is an accessible, easy-to-use and flexible Excel-based tool for managing and reporting city greenhouse gas inventory data. Based on the Global Protocol for Community-scale Greenhouse Gas Emission Inventories (GPC) standard, the tool facilitates transparent calculation and reporting of emissions for all sectors.
The tool includes five calculators to facilitate calculation of emissions from typically challenging sources:
- Fugitive losses from gas distribution
- Solid waste landfill
- Biological treatment of waste
- Waste incineration
An emission factor database is also available containing over 2000 emission factors including IPCC default emission factors as well as country and region specific emission factors in a range of different units.
CIRIS has been designed to be compatible with the CURB scenario planning tool. Outputs from CIRIS can easily be uploaded into CURB.
